Position Title:            Member Services License Consultant/Notary

Summary

This position is responsible for performing Member/License Services including, but not limited to, processing license applications, collecting processing fees, issuing refunds, serving as Member Services/License Consultant as may be required, and serving as a notary public for AAA Reading-Berks member and non-members in accordance with current federal, state, and local regulations, and AAA Reading-Berks policies, procedures, and quality standards. This position will interface with members, inter-department employees, Pennsylvania AAA Federation, Bureau of Motor Vehicles, Bureau of Driver Licensing, other AAA Clubs, and the general public using AAA Reading-Berks services.

  • Possess a high school diploma concentrating in business; or the equivalent of an appropriate combination of education and work experience with verbal and numerical skills to read, write, and orally communicate with associate workers with English as the essential language.
  • Possess a notary public commission.
  • Possess a valid driver’s license.
  • Possess the knowledge of computer applications used in department license transactions.
  • Possess the knowledge of operating office equipment including, but not limited to, typewriter, calculator, copy machine, computer and printer, fax machine.
  • Possess characteristics of being alert to details in process licensing transactions; sensitive to confidentiality relating to personal customer transactions; and conscientious to perform quality services.
  • Possess interpersonal skills to interact with people using the department’s service Commonwealth agencies, and visitors.
  • Possess computer skills to operate personal computers.
  • Possess organizational skills to prioritize and organize licensing transactions.
  • Possess the motor skills enabling infrequent twisting, bending, reaching, and walking.
  • Possess the ability to be on the feet approximately 60% of the time either walking or standing in one position.
  • Available to work additional hours and weekends.

NOTE: Employee will be required to reimburse the company for any costs incurred for obtaining PA Notary in the event he/she would leave AAA employ prior than one year from start date. Reimbursement will include costs for class, book, online testing, and notary stamp totaling approximately $150. This amount will be withheld from final paycheck.

Essential Duties

 

The incumbent will receive work assignments from the Department Supervisor from among the following tasks and perform each as may be required in accordance with prescribed schedules, established operating procedures, and standards of performance:

 

  • Complete forms and perform the following Member Services/License services including but not limited to:
    • Online Registration System transactions
    • Temporary vehicle tags
    • Driver’s license renewals, replacements, and address changes
    • Vehicle registrations, renewals, replacements, and address changes
    • Antique and classic license plates
    • Disabled veterans plates
    • Handicapped placards and plates
    • Driver’s license and registration suspension
    • Processing licensing documentation for messenger service
    • Pub maps and tourbooks
    • Membership: Join/Renew
    • Processing of Birth Certificates through Dept. of Vital Records
    • Process ATV/Snowmobile Title transfers through DCNR
  • Assist fellow employees when required or as needed.
  • Assist customers in a friendly, respectful manner.
  • Generate correspondence regarding license applications and processing as may be required in the performance of providing overall licensing services.
  • Field and resolve phone communications regarding title and driver’s license inquiries.
  • Notify customers when license documentation and processing is received by the Club, and is completed, and ready for mailing or pick-up.
  • Request titles from leinholders for new and PA residents.
  • Assist new PA residents with titling procedures and information on obtaining PA Driver’s License.
  • Complete title transfers and issue tags for customers according to prescribed procedures.
  • Collect fees, including checks, credit cards and cash, for Member Service/License transactions.
  • Serve as a notary public working within the limits and according to the notary public procedures for the Commonwealth of PA.
  • Maintain a current log and accurate record of all official notary acts according to prescribed procedures.
  • Respond to and resolve unusual licensing requests and inquiries from members.
  • Perform any other duties as may be requested by the Department Supervisor so as to effect safe, efficient fulfillment of job responsibilities. Online/Manual/OLRS Duties

 

The incumbent will be responsible for troubleshooting transaction problems, completing reports, and coordinating the completed OLRS title/registration applications for submission to the Pennsylvania AAA Federation for processing and all VR/DL On-Line and Manual transactions including but not limited to:

 

  • Receive, monitor, and respond to needed corrections of licensing transactions returned from PennDOT.
  • Follow-up with customers on rejected transactions via telephone, postcards, letters, as may be required.
  • Submit license check requests to Accounting for processing.
  • Monitor inventory of bureau forms and order replacements when needed.
  • Review daily OLRS (Dealertrack) transactions for errors or problems. Complete transaction problem report and fax to Dealertrack if necessary.
  • Prepare/ship documents to PA AAA Federation according to schedule using FedEx on-line.
  • Monitor, verify, and accept the inventory of supplies sent by the PA AAA Federation for OLRS transactions and inventory sent by PennDOT for the On-line system.
  • Record inventory numbers of all issued registration stickers, license plates and weight class stickers for On-Line System as per PennDOT requirements.
  • Return expired and damaged registration products to the PennDOT on a monthly basis for the On-Line System.
  • Return expired and damaged registration products to the PA AAA Federation on a quarterly basis for OLRS System.
